Questions from EU, EEA and Swiss residents
A European passport lets you live in Torrevieja; after three months you register, and the certificate carries your NIE. Here is what people ask about it.

I am Norwegian. Do the EU rules apply to me?
Yes. Citizens of Norway, Iceland and Liechtenstein (the EEA) and of Switzerland register like EU citizens: form EX-18, then the green certificate.
Certificado de registro UE Torrevieja: where is it done?
At a police office: policia.es lists EU residence at the Comisaría de Torrevieja, Calle Arquitecto Larramendi 3, and at Orihuela. Book the EU certificate for the province of Alicante; the confirmation names the office.
We are a retired Belgian couple. What do we show?
Each of you files an EX-18 with a valid ID card or passport and the paid 790-012. As evidence, your pensions and your health cover, such as the S1 form from Belgium or a private policy.
I bought my flat years ago and have a NIE. Do I still register?
If you now live here for more than three months, yes. Your existing NIE goes onto the certificate; you are not given a new one.
When do I pay the 790-012?
Ahead of the appointment, at a bank that collects State fees or online. Into the folder goes the bank’s stamped copy, or the online receipt.
Must I be on the padrón before I register?
Not in every case. Still, the padrón certificate is the most straightforward evidence of where you live, and officers sometimes request it. For the town itself, the register is kept by the Ayuntamiento de Torrevieja.
